Howes surrounded other United states Kiel Reijnen by a rim size at the complete range to declare the 7th stage, a 78-mile (125km) travel from Boulder to Colorado, in 2hrs, 45mins 20secs.
BMC driver Van Garderen completed 6th in the stage but won the overall competition in 20:05:42 with United states Tom Danielson second, 92 a few moments returning, and Serghei Tvetcov of Romania third, another 13 a few moments adrift.
"It was amazing. It experienced amazing," Van Garderen said. "To actually be able to protect the headline, I experienced a lot of pressure, the guys revealed a lot of poise. It seems amazing.
"I might have created it look like it was effective but there were some periods of anxiety out there. It was a hard-fought success."
Voigt created an beginning run with the first breakway team but resolved for 34th in the stage and Twenty eighth overall in his goodbye competition.
"I try to look at the beneficial part. No more struggling. No more pressure. No more chance of failing," Voigt said.
"It was a concern for me nowadays to keep the rubberized part down. I desired one more last drive. I was going to try to be an experienced to the before on the bicycle. I desired to provide it one last go.
"Now I have a lengthy, excellent holiday before me."
Voigt said he had no remorse about quitting even though he experienced he could still competition one more season, although not at a stage to fulfill himself.
"After 17 decades of being one of the guys, it will take a while to modify the way I look at factors," Voigt said.
"I had an excellent goodbye trip this season. It was heart-warming and let me know it was a excellent choice. I could have done one more season but I would not be as excellent and as powerful as I was this season.
"I will accept my upcoming with start hands. Let's see what the next section is."
